[CF-metadata] Standard name table

Dear all,

I have been looking through the CF convention Standard Name table at
http://www.cgd.ucar.edu/cms/eaton/netcdf/standard_name_20010915.html . I
assume that CF users around the world will be expected to add to the list of
standard names but I cannot find any documentation of this.

Should we submit new standard names to the CF authors when we create them?
