[CF-metadata] cell methods: interval differs from interval given by time bounds

This is described in CF 7.3. The format of cell_methods is
time: maximum (interval: 1 h)
to record the original temporal resolution of the data, and the cell bounds
should indicate intervals of 3 h over which the maximum has been calculated.
