[CF-metadata] new standard names

Dear Jonathan,

for the next transfer of GCM-data to netCDF I propose additional standard 
names.
To separate them from my previous proposals I continue the numbering from 
my last email.
17. 
friction_velocity, m s-1
18.
greenness_index, Normalized Difference Vegetation Index (NDVI), 1
19.
spectral models in some cases calculate negative humidities, to give them 
meteorological sense they are set to 0
to make this reconstructable these difference values are stored:
filling_of_negative_specific_humidities, kg m-2
