[CF-metadata] [Use GitHub instead Trac proposal] CF Conventions 1.7 is released

Jeff Painter is working on the distribution of GitHub postings to the email
list, as we have at the moment from trac, so that everyone is kept informed.
Once that is in place, I will make a further proposal on the ticket.
